The Generalitat’s Budgets have not yet been formally approved, but the Consell Executiu is already beginning to give the green light to some of the points of the agreements reached with Esquerra Republicana and Comuns. In the Consell Executiu meeting this Tuesday, specifically, three of the points signed with Oriol Junqueras’ group have passed: the program contract of the Catalan Tax Agency (ATC), the plan to promote Catalan on social networks, and the offer of municipal secretary positions.

The accounts, which next Thursday will have the vote on the total amendments, face the challenge of execution in just half a year. Hence both the Govern and its budget partners have also pledged to expedite the processing of the content of the agreements as much as possible to ensure they are executed this fiscal year.
Many of the specific points had already been discussed even since last year and were waiting in a drawer for the pact to be closed to see the light. From Esquerra’s ranks, they explain that there was indeed a specific agreement for the first executive meeting after the signing of the pact, which was a week ago, to raise the program contract that will strengthen the ATC and the public offer for 540 positions of municipal secretaries and auditors who will work in small municipalities.
There is no specific schedule for other points but, voices from both sides accept, the sense of urgency is shared. In Esquerra, it is also recalled that there are still other agreements pending Illa’s investiture. Aside from major commitments such as unique financing, the transfer of management of state taxes (starting with the IRPF), or the investment consortium, the republicans estimate that 70% of the points have already been fulfilled.
There are also others that depend on the support the republicans gave at the time to credit supplements that, during last year, gave oxygen to the Generalitat’s accounts amid the budget extension. Part of that idea is, for example, the plan to promote Catalan on social networks. That initiative, lasting three years and dependent on the Department of Language Policy, seeks to increase content in that language in digital environments, aiming to increase its supply, consumption, and visibility, especially among young people. It also seeks to strengthen the ecosystem of creators in Catalan.
The public employment offer that will allow small municipalities to have municipal secretaries, auditors, and treasurers involves a budget of 20 million euros. It is a total of 540 positions for local administration officials. A total of 432 are open access and 108 internal promotion.
Finally, the ATC 2026-2029 program contract will economically and organizationally equip the entity to be able to assume in the future the management of state taxes, starting with the IRPF. 2026-2029. The Govern spokesperson, Sívia Paneque, explained that this deployment will be done in three phases and that the 2029 goal depends, however, on the approval in Congress of the legal changes that would allow the Autonomous Communities to have more fiscal sovereignty.
