The Community of Madrid has clarified that its controversial penthouse in Chamberí cannot be visited by those interested in buying it, according to a document uploaded to the regional website this Tuesday, less than a week before the deadline to make offers ends. The one-page document from Isabel Díaz Ayuso’s Government informs about several aspects related to the property, in what seems to be a response to the doubts of potential buyers. The property was put up for sale on August 7.

It is also reported that the terrace, which originally measured 199 square meters according to the information appearing in the Property Registry, now measures 99 square meters, meaning it was reduced to enlarge the covered space. This renovation must have been done before the Madrid government bought the apartment in April because the document uploaded to the regional website clarifies that no work has been done since then.
The strange purchase of this penthouse took place in April but was not known until EL PAÍS revealed it at the end of July. The news sparked a crisis for President Ayuso due to the difficulty in understanding this unusual operation since administrations do not usually engage in buying luxury housing. The property is located at Paseo del General Martínez Campos 35, in the heart of Chamberí, opposite the apartment where Ayuso grew up. Its sale was announced the day after this newspaper’s news, with the justification that the proceeds would be allocated to the reconstruction of the devastating fires in the Sierra Oeste.
The sale announcement was uploaded on August 7 to the Auction Diary, a page that aggregates public and private auctions from across the country. When bidding, interested parties are redirected to the regional contracting portal, where a 34-page document detailing the terms of sale and an annex with photos appears. The starting price is 6.7 million euros.
“Blindly”
The lawyer who has taken this matter to the Court of Auditors, Javier Flores, denounces that the sale conditions leave buyers in a difficult situation. “No one can visit it. You buy blindly even if you bid,” he criticizes. In his opinion, it is “an absolute contradiction” that the document requires accepting the property in its current state but prevents verifying it through a visit.
The sales process will only be open during the offer submission period set in the tender, until next Monday, September 7. “The tender will be declared void if there is no offer that is admissible according to the criteria set out in this document,” it reads in the document.
