The head of the capital government has announced that starting July 1, scooters, skateboards, and electric motorcycles must have license plates and a mobility badge to circulate in Mexico City. The amendments to the Traffic Regulations and the Mobility Law Regulations establish that vehicles exceeding 25 kilometers per hour and equipped with motors between 250 watts and 1.34 horsepower are required to be registered.

The Secretary of Mobility, Héctor Ulises García Nieto, has explained that vehicles are classified as type A, weighing less than 35 kilograms, and type B, weighing up to 350 kilograms. These must carry a plate that will have a cost similar to what is currently charged for motorcycles, and drivers must obtain type A1 or A2 licenses, similar to those required for motorcycles.
Electric bicycles with a 250-watt motor are exempt from registration; however, they must carry a hologram that allows them to circulate on the city’s confined lanes and bike paths.
According to authorities, the number of sales points for these vehicles has grown by almost 2,000% between 2020 and 2024, a situation that has caused conflicts on sidewalks, bike lanes, and various roadways. Since there is no official registry, the exact number of units currently circulating in Mexico City is unknown.
The head of government has emphasized that the goal of these measures is to strengthen road safety and eliminate the legal gaps that have prevailed so far regarding this type of transportation. “We want a city that is moving towards having order in mobility,” said the governor.
Deadlines for registration and licensing
All new vehicles sold from July 1 must have plates when leaving the point of sale. Owners of existing vehicles will have from July 1 to November 20 of the current year to register and license their vehicles. The application of sanctions will be gradual and will begin on September 1.

Licenses, costs, and requirements
Licenses will have prices similar to those required for motorcycles. The amounts are 572 pesos for type A1 licenses, and 1,142 pesos for the A2 license. Plates will cost 709 pesos. Helmet use will be mandatory, and driving under the influence of alcohol will be prohibited.
Zones where circulation is prohibited
These vehicles may not travel on sidewalks, bike lanes, and lanes confined for public transport, as well as in the central lanes of controlled-access roads, or roads where the maximum speed exceeds 50 kilometers per hour.
Fines and sanctions
Fines for non-compliance range from 10 to 20 Measurement and Update Units (UMA), which in 2026 correspond to 1,173 and 2,346 pesos, depending on the severity and recurrence of the offense.
