The Council of Ministers approved this Tuesday an injection of 260 million euros to Casa 47, the state housing company, to boost 22 new projects in different communities across the country. These foresee the construction of 1,629 affordable homes, according to data provided by the Ministry of Housing and Urban Agenda. The contribution is structured through a new addendum to the agreement signed between the department led by Isabel Rodríguez and the entity. With this expansion, public funding allocated to build affordable housing throughout the national territory now reaches 2,080 million. Overall, the program totals 68 projects underway and more than 3,000 homes planned with the aim of strengthening the residential offer and alleviating the current housing access crisis.
The Ministry points out that the awarding of a new package of aid to consolidate the construction of public housing strengthens one of the main bets since the configuration of Casa 47, which was presented at the end of last year. In these months, Rodríguez’s department has been financially strengthening this body to lead the construction of various projects throughout the country. Of the 68 currently underway, 44 actions are aimed at residential building to construct 3,266 homes. The remaining 24 are directed towards the urbanization of plots with potential for 22,000 homes, according to ministerial sources.

The 22 projects approved this Tuesday are concentrated in different autonomous communities and municipalities: Gines (Seville), Granada and Roquetas de Mar (Almería), Gijón (Asturias), Puerto del Rosario (Las Palmas); Ávila, León, Valladolid, Talavera de la Reina (Toledo), Girona, Roda de Barà (Tarragona), Santa Coloma de Gramenet (Barcelona), Castellón de la Plana, Alicante, Ibi (Alicante), Badajoz, Cáceres, A Coruña, Carballo (A Coruña), Lugo (Galicia), Logroño and Murcia.
The Government emphasizes that these new construction projects are also joined by the adaptation work of 40,000 homes from Sareb, the bad bank, and other public entities, and that these will be made available to the public as they are “in optimal habitability conditions.”
The Minister of Housing has also brought to the Council of Ministers the agreement reached with the autonomous communities after the last sectoral conference for the distribution of funds from the 2026-2030 State Housing Plan, amounting to 7 billion euros. Rodríguez announced that, starting in July, the communities will be able to access a total of 800 million euros to begin developing their various housing projects. “The State gives this first push before the required co-financing comes into play,” she indicated. This plan contemplates a distribution of funds of 60% by the State and the remaining 40% by the communities.
Pilot call
For the moment, the pilot call for the awarding of 171 homes is still being finalized, and a new call with more than 600 homes is expected to be launched in the coming months, which will appear on the tenant portal. Likewise, Casa 47 is in the process of completing its first public purchase offer, in which it will disburse 100 million euros to incorporate homes from individuals or funds.
“Casa 47 is a key piece for the paradigm shift in public housing policies that the Government is promoting because it acts on Spain’s main burden when solving it, compared to countries in our European environment: the absence of a public housing stock capable of conditioning the private market,” the Ministry values. “With the State Housing Entity, the Government not only intends to place our country at the European standards of public housing, but also seeks to go one step further and position itself as a benchmark in public housing policies, as it already is in other areas such as health, education, or social rights,” they add.
The homes managed by this body seek to offer affordable rents that do not exceed the 30% income barrier of their tenants, in addition to contracts that may last up to 75 years.
