They each have just over 100 square meters. And, spread over two floors, three bedrooms, a fully equipped kitchen, and a small patio. The market value is around 180,000 euros, but the Málaga-based real estate developer Arkipromo is raffling two houses with these characteristics in exchange for 10-euro tickets. The properties are already built and ready to live in the urban center of Cuevas del Becerro (Málaga, 1,617 inhabitants), a municipality 20 minutes from Ronda and an hour from the Málaga capital, where housing prices are at their historic peak. The raffle, open from this Wednesday until next October 1, started with more than a thousand entries sold in its first hours, according to company sources. There will be a total of 200,000 tickets, which can only be purchased by adult individuals residing in Spain.

The town’s mayor, Pedro Nieblas, says he was the first surprised when they told him about the idea almost a year ago. “I found it interesting, but also difficult,” emphasizes the mayor, “because it was going to require a lot of bureaucracy to get it done,” he points out. After several months, the Arkipromo team has managed to overcome all the procedures. “I am a restless person,” said Antonio Gil, one of the promoters’ managers, this Wednesday, who explained that the idea came to him while thinking about how to improve access to a home given the current difficulties, especially in places like the province of Málaga. “What better way than an affordable price and to have, for 10 euros, the chance to dream of owning a home, which is the most dignified thing a person should have,” Gil stressed.

To launch it, he chose a recently completed project in Cuevas del Becerro, where they have carried out various works. The company had acquired an old ruined building there, which it demolished and on whose plot it built two new and independent houses. According to them, they are valued at 180,000 euros each. They have three bedrooms, two floors, a patio, and more than 100 square meters. “They are very cozy,” says Diego Gil, from Grupo La Cueveña, which was in charge of the construction. “It is a new way to access housing,” adds Jesús Ortega, another of Arkipromo’s managers. Company sources clarify that there is no obligation to use the houses as a primary residence and that they can be rented out.

To participate in the raffle, you just have to go to the website Tucasapordiezeuros.es and buy one (or several) of the available tickets. The page indicates that there will be a limit of 200,000 tickets, sold at a price of 10 euros. That is, if the company manages to sell them all, it will obtain two million euros, an amount well above the market value of the properties.

During the raffle, before a notary, two numbers will be drawn: one for each residence. If the number has been purchased by a buyer, they will take the property, whose keys will be handed over on October 5. However, if it corresponds to a ticket that has not been sold, the contest will be declared void “without a new draw being made or compensation existing,” according to the contest rules, which also remind that the winner must declare this asset increase in their annual income tax return “and pay the Public Treasury the tax difference resulting according to their individual tax bracket and personal tax situation.” To help the winners with these procedures, they will receive 20,000 euros to furnish them. And all transfer costs and other procedures will be assumed by Arkipromo. “We are eager for those who win to come here to live and not use it for rent or rural tourism,” warned the town’s mayor. “We will welcome them as just another local,” he concluded.

“Transparency and legality”

The promoters have highlighted the innovative nature of a “100% legal and transparent” raffle which, they have insisted, is approved by the Ministry of Social Rights, Consumer Affairs and 2030 Agenda through a resolution from the Directorate General for the Regulation of Gambling “which fully regulates its holding and guarantees its transparency and legality.” Ministry sources have confirmed to EL PAÍS that the process complies with the law. “The raffle does not violate legal regulations, so we cannot prevent it,” they said from Consumer Affairs. However, upon seeing their official logo on the website or the company’s statement, they clarify that the authorization of an activity like this by the administration “does not equate to sponsorship of it.”

Arkipromo has pointed out that the raffle is inspired by others held, with some frequency and generally for charitable purposes, in countries such as England, Australia, the United States, or Canada. There are also precedents in Spain. One of the most recent occurred in Vera (Almería) where the platform Sesortea raffled, in 2020, a 71-square-meter home. It had two rooms, a terrace, pool, storage room, and garage just steps from the beach with entries costing five euros, and it was won by a young man from Getafe, according to the initiative’s announcement. In 2019, a woman from Torreblanca (Castellón) sold her nearly 200-square-meter house in another raffle with five-euro tickets. And years earlier, in 2014, a family from Segorbe (Castellón) also launched this real estate lottery with an apartment valued at 90,000 with 10-euro coupons, of which they sold 32,000.
