The Barcelona City Council wants to eliminate the 24,000 combustion mopeds still circulating in the city and to do so will launch, starting this Tuesday, a new subsidy program to electrify the fleet. A maximum of 600 euros will be given per vehicle. The aid has a single requirement: to prove the scrapping of the old vehicle, which can be requested free of charge at the Serveis Municipals depots, where the application process for the aid can also be started.
The call, announced by the mayor in November last year, starts on September 15 and will be open until September 2028. It has a budget of 5.2 million euros for this first phase. Only two requirements are needed to access the subsidy, which is processed online and covers up to 50% of the price excluding VAT: the purchase receipt and the scrapping certificate.
“All residents of Barcelona who have a combustion moped or who have purchased an electric one since last March 1 will be able to apply,” explained Deputy Mayor Laia Bonet. The complete program, which will extend until 2030, will mobilize 15 million and aims to remove the 24,000 combustion mopeds currently circulating in the city, responsible for about 3,000 tons of carbon dioxide annually.

The plan also includes the deployment of 64 battery exchange stations, an infrastructure that the City Council considers key to eliminating range anxiety, one of the barriers preventing the spread of this clean technology. The regulatory bases for the aid for these stations have already been approved and the call will be announced soon.
Until now, no aid had been launched for mopeds. The measure is part of the Climate Plan, the municipal roadmap for the decarbonization of the city, with a total planned investment of 1.8 billion euros until 2030.
