An internal report from the Community of Madrid noted on July 27 that the bet on the penthouse on General Martínez Campos promenade was not “sufficiently” explained. The chief delegated auditor of Economy and Finance gave a favorable report on the operation, although it also included some strict observations: the lease that would allow the Government to use the penthouse had been made “without delving into the study of necessity, suitability, economic aspects such as rent, expenses, comparison of similar buildings, etc.”. This is stated in the documentary dossier on the operation distributed this Thursday by the regional Administration, following the appearance of the Minister of the Presidency, Miguel Ángel García Martín, to explain the project. It is more than 200 pages that also state that the Community was willing to pay Planifica Madrid 3,000 euros per month to use the property.

When analyzing the report on the lease contract that the regional Administration intended to sign with Planifica Madrid, the auditor not only points out that she was not given a report explaining the suitability of the purchase through the comparison of the price and characteristics of the property with others similar. She also highlights that she was not given the compliance report on the use with the applicable regulations, issued by Planifica’s technical director on July 7, 2026. This observation puts one of the most controversial aspects of the project under the spotlight: whether the penthouse, as the Government initially explained, could be used as an office or if it can be used as temporary residence, as García Martín has explained, in a new plot twist.
Furthermore, the internal report criticizes the lack of precision of the data provided: it points out, for example, that “homogeneous data on its surface” should have been collected throughout the file. In any case, the auditor concluded that her observations did not produce “suspensive effects,” so the “processing of the file” could “continue.”

This Thursday, the Minister of the Presidency clarified that the Community of Madrid intended to lease the penthouse to Planifica Madrid, the public company that had acquired it for 6.3 million, to make it available to the regional Administration. Since EL PAÍS revealed the operation in July, the Government has offered different explanations about its purpose. First, it stated that it would serve as a temporary office for Ayuso during the works at the Royal Post Office; then it specified that it would not be used as an official residence; and this Thursday it has acknowledged for the first time that it was going to be used for “occasional accommodation for visiting authorities or the Community’s own authorities.”
