The PP used its absolute majority on the Board of the Madrid Assembly this Monday to block a dozen questions submitted by the PSOE and Vox to President Isabel Díaz Ayuso about the controversial acquisition of a penthouse by the public company Planifica Madrid. The purchase of the property, which has not yet been clearly explained by the Executive, and which involved investing more than six million euros, has been pursued by the baroness since EL PAÍS revealed it. However, opposition spokespeople will not be able to use the questions they wanted to ask her in this Thursday’s plenary session, or the following ones, since the conservatives rejected them on the grounds that they violate the regulations for being vague; for not focusing on the Government’s work; or because they need to be reformulated. In any case, it is expected that Más Madrid, PSOE, and Vox will include references to this matter in their questions to Díaz Ayuso, even if that is not the official topic. Additionally, in previous Boards, questions on this topic were accepted for the conservative leader, according to a spokesperson for the Chamber.

“They have thrown out all the questions we directed to the president to clarify the purchase of the penthouse, the operation that Planifica Madrid had carried out,” complained Mar Espinar, the PSOE spokesperson, at the weekly press conference of all parties after the Board of Spokespersons. “Questions like ‘How do you assess the order to Planifica Madrid to purchase a penthouse in the Chamberí district to be used as temporary offices?’ are rejected for being vague,” she exemplified. “On one hand, they say they like to be scrutinized; on the other, they send the Board to reject anything that forces them to give explanations.”
This contrasts with a spokesperson from the Assembly who reports directly to its president, Enrique Ossorio (PP): “This Monday, four questions to the president about Planifica Madrid were approved, and in previous boards, there were five.”
However, many of those questions (not all) go beyond the specific issue of the penthouse and focus on the transparency of the public company. Those that were not accepted this Monday, on the other hand, are limited to the property.
From the PSOE, there are four: “How do you assess the order to Planifica Madrid to purchase a penthouse in the Chamberí district to be used as temporary offices?; What is the president’s assessment that the Community of Madrid does not have an official residence?; What is your assessment of the actions carried out by Planifica Madrid in the last year?; What is the president’s assessment of the urban development operations carried out through public companies of the Community of Madrid?”.
And from Vox, seven, focused on when the Government became aware of the need to find a provisional headquarters for the Presidency, what Ayuso knew about the purchase before it was formalized, why a property incompatible with the intended use (office) was acquired, or what economic impact the operation will have after the decision to sell it in response to the controversy.

However, this was not the only controversy experienced this Monday around the penthouse in the regional Assembly. There, Más Madrid again demanded that all information about the purchase operation be sent to the Chamber, applying an article that, in their view, enables this provision before an appearance like the one that Councillor Miguel Ángel García Martín will make to explain it.
“The PP has again denied us the information about the penthouse that they are obliged to give us,” said Manuela Bergerot, spokesperson for Más Madrid in the Madrid Assembly. “The Popular Party knows that Ayuso is in free fall and that everything yet to be known is even worse. It was a luxury penthouse paid with public money: Ayuso should not be cowardly and should declassify the papers.”
This is disputed by Carlos Díaz Pache, spokesperson for the PP in the regional Parliament: “The article (of the regulations) does not say what they say it says.”
Other opposition parties agree with this view, understanding that the provision applies when a party wants to present something in a commission and prefers to inform the rest in detail beforehand. And since the councillor’s appearance is from the Government, and also in the plenary, it does not apply.
