Aid of 300 euros for renting and 30,000 for renovating empty houses: the keys to the new state housing plan

The Government approved this Tuesday the State Housing Plan 2026-2030, with which it aims to expand the public housing stock to face the current crisis. The new framework has moved forward after months of conversations between the State and the different public administrations, as well as social and sector entities, in order to refine the text and thus achieve broad consensus before its approval. In the words of Minister Isabel Rodríguez, it is the instrument with which the Executive seeks to “anchor the change of model in housing matters” for the next four years. These are the details of a multi-million dollar program in a context of constant pressure for the sector.

What is its budget?

The budget for the State Housing Plan 2026-2030 is 7 billion euros. This figure triples the amount of the previous program. The State will contribute 60% of that amount ―about 4.2 billion―, while the autonomous communities must add the remaining 40% (about 2.8 billion).

How will it be distributed?

The plan has three ways to distribute its global budget: 40% of the funds will be allocated to build new affordable housing; 30% will be directed to rehabilitate homes to improve their efficiency, as well as to allow them to be incorporated into the public housing stock later; and the remaining 30% will be distributed among groups with difficulties accessing housing, such as young people, women victims of gender violence, or people in vulnerable situations.

What will the new homes be like and where will they be built?

One of the central pillars of the state housing plan is that the homes built will be permanently protected. This means that they will never cease to be considered official protection housing and cannot be speculated with. In previous promotions, these homes entered the free market after a certain number of years. According to a preliminary distribution scheme, all autonomous communities that adhere to the plan will be able to use these state resources to build or rehabilitate their homes.

How much are the rental aids?

The housing plan provides for direct aid that can reach 300 euros per month for young people up to 35 years old, the specific amount of which will be set by each autonomous community. Protected rents will have maximum prices around 900 euros per month, and will be awarded based on objective criteria. Although the original purpose of this plan is to combat the rental market crisis, those who want to buy or build their first home can opt for aid of up to 15,000 euros in municipalities with up to 10,000 inhabitants (or up to 20,000 if they lose population).

I have an empty house and don’t know what to do with it. Can the plan help me?

Yes. The program includes aid for the rehabilitation of homes that have been empty for more than two years, with up to 30,000 euros in funding if, subsequently, these homes are made available for residential rental for a minimum period of five years at an affordable price. If the home is in a rural area, the aid can amount to up to 35,000 euros.

When will the funds be available?

Following its approval by the Council of Ministers today, the new plan enters the implementation and execution phase. During this month, the Ministry will coordinate and hold bilateral technical meetings for the drafting of agreements with the autonomous communities, and the Multilateral Commission will also take place. Afterwards, the Ministry will lead the Sectoral Conference with all autonomous communities during May for the definitive approval of the territorial distribution of the Plan’s funds. Once this meeting has taken place, the effects of the plan will begin to be deployed in all autonomous regions during the second half of the year.

Does this plan have to be approved in Congress like the rental extension?

No. Unlike what happens with the royal decree approved by the Government, which includes an extraordinary extension of rentals whose validity ends before December 31, 2027 (provided the tenant sends a burofax notifying their landlord), in addition to a 2% cap on annual rent increases, and whose continuity will be voted on next day 28, this plan will not have to undergo parliamentary scrutiny. As it is not a law, but a state-wide coverage plan, its path is different.
