They are considered Personal Mobility Vehicles (PMV) and from early 2026 they must comply with new regulations to be able to circulate in the city. They must be registered in the DGT’s Light Personal Vehicle Registry. Violating this procedure can result in a fine ranging from 100 to 500 euros.
Once the registration number is obtained, an identification label with this information must be obtained and placed on the scooter. Below we briefly explain how to carry out the procedure and where to acquire the identification plate.
How to register an electric scooter with the DGT
We explain step by step so you can regularize your electric scooter online. If the PMV is to be registered in the name of a minor, the procedure must be carried out by their legal guardian.
Required documents
- Digital certificate, electronic ID, or Cl@ve credentials.
- Vehicle technical sheet or a photograph of it.
- Pay fee 4.1 of 8.67 euros. It can be paid at the time of the procedure or beforehand.
- If it is a certified model, a photo of the PMV plate showing the vehicle’s serial number must be provided.
Step by step to register the electric scooter with the DGT
You must access the DGT electronic headquarters, whether you have a certified model or not.
- You must identify yourself with Cl@ve, ID, or electronic certificate.
- Enter your personal data and those of your PMV.
- You must also upload a photo of the electric scooter.
- A fee must be paid and after payment, the registration certificate can be downloaded in PDF format.
- This document is essential to request the identification label that must be placed in the designated space on the scooter.
Note: once this procedure is completed, civil liability insurance must be contracted.

It must be issued at authorized sites, although the most important thing is that they meet certain characteristics to avoid any kind of problem.
Some of the most important data it must include are the following:
- Permanent letter.
- Vehicle serial number.
- Registration number and letters.
- Manufacturer identification number.
- Certificate number.

Can any PMV be registered?
