Mexico’s president, Claudia Sheinbaum, has ordered the federal Security Secretary, Omar García Harfuch, to initiate an investigation against the mayor of Metepec (State of Mexico), Fernando Flores Fernández. The municipal president was recorded in a viral video on social media forcibly entering a sports club with two of his bodyguards, who were carrying long firearms, and confronting a man inside the premises whom they beat amidst the staff’s shouts. “Any public servant, the first thing they have to be is humble, simple, not arrogant, not proud, and the entry to this place was with enormous arrogance and a total lack of humility,” the president condemned.

The incident occurred on Thursday morning at the sports center in La Asunción, 11.5 kilometers west of Toluca de Laredo. A user recorded from inside the premises how Flores Fernández forced his way into the place accompanied by two of his bodyguards while workers tried to block his path. His team carried long rifles and, upon entering the reception area, they headed towards a man who tried to flee. When caught, the security personnel along with the mayor began to beat him while the workers protested.
Flores Fernández has published an apology video on his social media, explaining that he went to the center, of which he is a member, to respond to a “call for help” due to a conflict on the premises. “From the bottom of my heart, I offer a heartfelt apology to those who believe they witnessed excessive behavior on my part,” the municipal president justified, adding that his intention was to resolve the altercation “as soon as possible” and preserve order and peace. The mayor has assured that he is willing to address any requirement made of him regarding the situation.

Sheinbaum has strongly condemned Flores Fernández’s actions in a press conference. “That he arrived with armed people and moreover displaying long firearms, we consider it inappropriate. He later gave an explanation, we have to see if this is true, but we consider it incorrect,” she stated. For now, the Secretariat of Security and Citizen Protection will initiate an investigation against the mayor. “We will see what can be reviewed in terms of the law, whether any violation of the law was committed or not. But evidently, we do not agree,” she concluded.
The Metepec case is one of the federal government’s latest targets for monitoring the actions of municipal presidents under suspicion of corruption, abuse of power, or links to organized crime. Operation Swarm (Operación Enjambre), an initiative launched in late 2024, is the Executive’s strategy to address citizen complaints against mayors or public officials. So far, the agency headed by García Harfuch has arrested more than 70 officials. The latest were precisely two mayors from Morelos, the municipal president of Atlatlahucan, Agustín Toledano, and the former mayor of Yecapxitla, Irving Sánchez; while the mayor of Cuautla is still being sought.
