The Barcelona City Council has managed a historic record of 4.13 million citizen procedures during the last year, a figure that for the first time places the volume of procedures above four million and represents a 25% increase in the last five years.
This was detailed this Friday in a press conference by the Deputy Mayor of Economy, Housing, Finance, and Tourism of the Barcelona City Council, Jordi Valls. The 2025 activity report shows an average of more than 11,300 procedures carried out daily by the residents of the Catalan capital, he specified.
The sharp increase in demand is mainly linked to municipal registry procedures, which have totaled 1.71 million procedures including registrations, changes of address, and obtaining residence certificates. In second place are procedures related to municipal finance, such as tax payments, with 1.19 million, followed by incidents and claims (IRIS), which have reached 201,000 procedures.
In this last area, Jordi Valls highlighted the role of the mobile application ‘Barcelona en el Bolsillo’, a tool that allows citizens to report public road defects quickly from their phone. The technological transformation of the local administration has allowed 60% of all procedures to already be carried out online, a record figure that is well above the in-person channel (25%) and the telephone channel (15%).
This shift towards the telematic route responds to the deployment of the Barcelona Fácil Plan, a municipal strategy that in the last year alone has digitized 33 procedures that until now generated paper files, Valls explained. Among the new digital procedures are the renewal of registration for foreigners or the installment payment of bills, as well as the incorporation of real-time chat support systems for nearly three hundred different procedures.
Despite the increase in workload, citizens maintain a positive assessment of the service channels, giving a score of 9.1 out of ten to in-person offices and 8.7 to the free telephone service 010.
Meanwhile, the Virtual Procedures Office has obtained a rating of 7.7, an area in which the city council continues working by simplifying more than forty forms to improve usability.
Jordi Valls emphasized in the press conference that the goal of this strategy is to consolidate Barcelona as the technological capital of Spain through a more transparent, faster administration oriented to the real needs of the citizen.
