Junts per Catalunya certifies its “firm” rejection of the decree law for the extension of rental prices, promoted by Sumar, and this Wednesday it has presented an alternative measure in the Congress of Deputies to deploy tax cuts and proposes a 15% deduction in the IRPF for rental or mortgage expenses of a main residence, with a cap of 11,630 euros per year. The tug of war continues after Sumar warned of its intention to “push to the end” to try to obtain the necessary support to advance a royal decree that allows extending contracts that expire from now until the end of 2027 for two more years and sets rent updates (during the contract term) at a maximum of 2% per year. The measure is its top priority within the package of actions to mitigate the economic effects of the war.
Junts, for its part, defends its own shock plan to mitigate the burden that housing prices imply for household economies and has registered a non-legislative proposal to lighten the tax burden. The gesture involves a total amendment to the decree intended by Sumar with the rental extension, which must be subjected to a final vote in the Lower House on April 28.
Junts’ idea is basically to “return to the citizens” what it considers an “excess of collection,” as it considers that the State is benefiting from inflation to increase revenue while workers and self-employed lose purchasing power. The State “is the one getting richest” with the housing crisis, denounced a few days ago Míriam Nogueras, Junts spokesperson in Congress.
“The State must return the money to the citizens,” party sources assure, according to a note collected by Europa Press this Wednesday. The main argument is that tax reductions are the only effective way instead of price controls which, according to the thesis of the party led by Carles Puigdemont, only cause a reduction in the rental market supply.

Junts, which presents its text “as the real alternative to the Government’s policies,” also demands in its initiative a reform of the Civil Code to allow mortgage debtors to cancel their debt for the same price at which the bank has sold to a third party and to guarantee that the home of an elderly person is considered their main residence even if they enter a residence, thus avoiding that the Treasury penalizes them fiscally if they decide to sell it.
Finally, it advocates for tax incentives for housing rehabilitation. The party emphasizes that with these initiatives it seeks to promote a housing policy that does not transfer public responsibility to private owners and demands an “equitable and sustainable” management that guarantees the right to housing without “fiscally suffocating citizens or disincentivizing the market.
