The secretary general of the PP of Madrid, Alfonso Serrano, testified this Wednesday as a witness in the case investigating the leak of a police document in January 2024. The number three of Isabel Díaz Ayuso, president of the Community of Madrid, posted on X (formerly Twitter) a photo of a complaint in which the author of a sexual assault was described as black. This image was used to link migration and crime, at a time when the PP of Madrid was criticizing the arrival of migrants from the Canary Islands to a center in Alcalá de Henares (Madrid). Serrano stated that the photo came to him “in an unknown email,” in which it was attached, along with a link to a news story, and that he published it without verifying its truthfulness, according to judicial sources. The investigating judge is looking into whether it was the mayor Judith Piquet who provided it to Serrano.

The events date back to January 17, 2024, when the Government Council of the Community of Madrid was held, exceptionally, in Alcalá de Henares. A few months earlier, Pedro Sánchez’s government had brought 1,200 migrants from the Canary Islands to the municipality. Ayuso said that this had caused chaos and claimed there was an outbreak of scabies and cases of sexual assaults and linked them to the arrival of foreigners. The central government then denied that there was any investigation and accused the regional government of “encouraging racism.”

Several media outlets echoed this information. Serrano cited a news story and accompanied it with an image of an internal police document from the local force to show, from his point of view, that there was evidence of these alleged assaults.

This Wednesday, Serrano, who has not made statements either on arrival or departure, explained that the photo came to him in an email and he published it without even reading the header, so he thought it belonged to a complaint from the national police and not from the local police of Alcalá de Henares, according to sources present at the testimony. The secretary general of the PP has categorically denied that the mayor or someone from her circle sent it to him and claimed that he deleted the supposed email in which the document arrived a long time ago and cannot recover it. His deposition lasted about an hour and a half.

A month after the tweet, the PSOE filed a complaint because these facts could constitute a crime of breach of custody of documents, committed when an authority or public official makes improper use of material whose secrecy must be preserved. The case also includes the mayor’s press chief. Piquet appeared to testify in January 2025 before the court investigating the case and denied being the author of the leak.
