The political course has started with a focus on the southern Mediterranean border. The massive assault on Ceuta has disrupted the political agendas of all parliamentary groups eager to debut in a Parliament that begins its XIII legislature. Although distinctly Andalusian initiatives are not abandoned – Adelante wants to eliminate by law the rental aid of 2,000 euros per month to senior officials of the Junta -, the Registry is filling up with proposals related to the autonomous city with which the Junta of Andalusia has a general protocol signed in March 2019 and developed in specific agreements in subsequent years.

The socialist groups, Adelante Andalucía and Por Andalucía have demanded the Andalusian Government to comply with these agreements and demanded the reception of migrant minors (there are 1,475 registered in Ceuta, although there are many more, and it has 29 places). The central Government has not yet deployed the decree that obliges the mandatory distribution of unaccompanied migrant minors among the autonomous communities when a border territory exceeds 300% of its reception capacity.
In response to journalists, both Por Andalucía and Adelante are willing to go to court if the PP and Vox Government refuses to host them. “We will not overlook what would be a very serious prevarication, and if the judiciary does not take the initiative ex officio, we will do it. This will not go unpunished,” said the spokesperson for Por Andalucía, Antonio Maíllo. “Everyone has to comply with the law and if they do not, we will go wherever we have to go,” said the spokesperson for Adelante, José Ignacio García. This group has registered a bill to eliminate the rental aid of 2,000 euros per month to senior officials of the Junta.
The PSOE has not yet opted for the complaint option, because they will prioritize through several initiatives the compliance with the agreement signed in January 2024 by the Ceuta Presidency and Andalusian Equality ministries for the transfer of unaccompanied migrant minors in case of a migratory contingency. “We do not rule out anything, but we will go step by step. Moreno, an expert in escapism, has an agreement that he will have to comply with,” said the socialist deputy spokesperson, María Márquez.

Por Andalucía has registered a non-legislative proposal demanding the Junta to host minors, strengthen cooperation, and reject racist discourses. The PP will register another in defense of “the sister city” of Ceuta. Its spokesperson, Toni Martín, has stated that the agreements between Andalusia and Ceuta “are being developed” and will wait to see how the central Government makes decisions about migrant minors.
Martín, like days ago the spokesperson of the Andalusian Executive, Carolina España, has downplayed the known opposition of his coalition partner to the reception of immigrants. The pact signed by PP and the far-right says “no more Menas,” but also that it will comply with the law. The Vox spokesperson, Javier Cortés, said they will “put everything on the line” so that the “invaders do not reach Andalusia.” According to Martín, the pact with the ultras “is in perfect health.” This morning the partners participated in a flag-raising event of Ceuta at the Andalusian Parliament headquarters, which the three left-wing groups did not attend.
