The Government launches ‘The Casa 47 Portal’, its public housing search engine

The Ministry of Housing and Urban Agenda launched this Monday the Casa 47 portal, a tool with which the department led by Isabel Rodríguez seeks to facilitate access to the public housing stock managed by the State. Available since this morning, the search engine starts with a base of 800 homes distributed throughout the country, to which another 1,500 will soon be added. With an appearance similar to that of the main private real estate portals, the platform gathers information about the different public housing calls and incorporates a simulator that allows checking, based on the family and economic situation of each applicant, which homes and rents they can opt for.

After a testing period, the portal is now fully operational and centralizes all the rental housing offer managed by Casa 47 in a single space. Users will be able to consult open calls, upcoming publications, under evaluation, or already resolved, regardless of the autonomous community in which they are located. Each process will include detailed information about the available homes, their location, typology, application deadlines, and access requirements.

The ministry presents the platform as a one-stop shop to access the public housing stock. For this purpose, in addition to the catalog of calls, it incorporates a search engine with a prior simulator that allows knowing exactly which homes fit the circumstances of each household. According to the department, this tool will help make the allocation system more transparent by allowing potential beneficiaries to identify in advance the options they can access.

“We thank the [communities] that are using all available tools to increase the supply of affordable or regular housing, meanwhile, the rent price is frozen, unlike others who have decided to do nothing, do nothing when they do not call foreign investors to buy our entire neighborhoods or allocate, as I said before, everyone’s money to buy a large penthouse for their use, we still do not know for what or by what procedure,” said Minister Isabel Rodríguez during the presentation of the tool, with a direct reference to the penthouse controversy surrounding the President of the Community of Madrid, Isabel Díaz Ayuso.

The platform is divided into two distinct spaces. The first, public in nature, is conceived as a guide for searching homes and processing applications. The second, with restricted access for tenants who already have an assigned home, will allow consulting information about the property, reviewing documentation and contracts, reporting incidents, and maintaining direct communication with Casa 47 to carry out rental-related procedures.

Access requirements

Those interested in accessing a home must meet a series of conditions. Among them is that at least one member of the household unit has Spanish nationality or legal residence in Spain and is of legal age or emancipated minor. In addition, applicants cannot own another home, except in certain cases: if the property is uninhabitable, has been awarded to the ex-spouse by court order, presents accessibility problems for a person with reduced mobility, or comes from an inheritance or donation and has a limited value.

The net annual income of the family unit must be between two and 7.5 times the IPREM, and all its members must be up to date with their obligations to Social Security and the Tax Agency. Employees of Casa 47 and persons linked to the entity are also excluded from the allocation processes.

These general criteria are supplemented by others specific to each promotion. As a rule, the rent of the requested home cannot exceed 30% of the household’s disposable income, and the number of bedrooms must fit the size of the household unit. For homes reserved for people with disabilities, it will be necessary to prove a degree equal to or greater than 33%, while for adapted properties, the existence of officially recognized mobility limitations will also be taken into account.

Contracts of up to 75 years

The model designed by the ministry is based on the principles of stability, affordability, accessibility, and transparency. Contracts will have an initial duration of 14 years and may be automatically extended for seven-year periods up to a maximum of 75, provided that the awardees maintain most of the conditions required to access the home.

Rental prices will be set with affordability criteria and will have territorial caps. Rents will be calculated based on the economic capacity of households and not on the construction cost of the developments, so that no rent exceeds 30% of the average income of the corresponding territory.

Casa 47 is mainly aimed at middle and working classes, while lower incomes will continue to have access to social housing programs. The allocation system, according to the department, will be carried out with transparent procedures, objective criteria, and notarized lotteries to guarantee equal opportunities among all applicants who meet the established requirements.
