The dangerous prisoner Dino Marcelo Miller is expected to be released this Thursday from Ponent prison after spending more than two decades in jail for various convictions of murder and armed robberies. Considered one of the most dangerous criminals in Catalonia, the Lleida Prosecutor’s Office has asked the Mossos d’Esquadra to subject him to soft surveillance, as reported by La Vanguardia and confirmed to this newspaper by Prosecutor’s Office sources. The control measure is complex, since it cannot resemble the supervised surveillance to which many convicts, especially for sexual assaults, are subjected, as stated in the sentences condemning them.

The surveillance will not have judicial control and the regional police will have to rely on the information they can gather in the penitentiary center and from the prisoner himself. This data will basically focus on the place where he will reside, who he will be with, and then try to control that he complies with those provided details. The Prosecutor’s Office acts because the management of the Ponent penitentiary center has issued reports exposing the risk the inmate represents and the fact that he has not carried out rehabilitation activities.
Miller, who is now 56 years old, was sentenced by the Barcelona Court to 14 years in prison after shooting a former local police officer in 1998 who was left in a vegetative state and died two years later as a result of the shots. The still prisoner admitted that he had killed the man for 18,000 euros and 100 grams of cocaine. Subsequently, a sentence sentenced him to another 64 years in prison for two other crimes. Months after his release, in 2021, he was arrested again in Lleida after two violent robberies committed within a week.
In contrast to inmates who have completed their sentence and are released on parole, on this occasion Miller will not be able to be imposed electronic geolocation devices nor will he be obliged to appear periodically before the Police. He will not even be obliged to report changes of residence.
