Vox will vote in favor of a Non-Legislative Proposal (PNL) from Sumar in the Congress of Deputies: to exclude Morocco, which is part of the candidacy along with Spain and Portugal, from organizing the 2030 World Cup. This is confirmed to EL PAÍS by sources from the far-right party.

The PNL is a parliamentary initiative through which a political group urges the Government to carry out a certain action, adopt a policy, or express a position on an issue, as in this case. That is, it has political value but not legal force.
The next major international football event − for which only the final venue remains to be decided and it is still uncertain whether it will be Madrid − has been surrounded by controversy from the start, but the massive influx of immigrants into Ceuta a week ago has caused parties at opposite ends of the ideological spectrum to agree on one point: not with Morocco.
“The very serious events recorded in Ceuta on July 30 and 31 have completely broken the trust and cooperation assumptions on which a shared candidacy necessarily rests,” says the PNL from the far-right party. “It is not a loyal partner, neither for organizing a sporting event of this magnitude nor for any neighborhood matter,” they add.
This, they explain, raises “serious doubts about Morocco’s ability to provide the guarantees required by an event of the scale of the 2030 World Cup.”
However, everything points to Sumar voting against Vox’s proposal. Not so the 32 deputies of Santiago Abascal who, according to sources from the party, lean towards supporting Sumar’s proposal, Sumar being a partner of Pedro Sánchez’s Government. There is no date yet for the vote, but it is expected to take place in September, with the start of the new political term.
“As long as such serious doubts persist about the political use of human lives,” says the Sumar text, “Morocco cannot obtain the prestige, economic benefits, and international legitimacy of a World Cup.”
Vox and Sumar are not the only ones advocating for Morocco’s exclusion from organizing the tournament. Pablo Fernández, secretary general of Podemos, also spoke out a few days ago on his X account, formerly Twitter: “Spain should not organize the World Cup with a dictatorship like Morocco, which does not respect human rights and is responsible for the death of more than 140 people in an operation against Spain.”
If Vox supports Sumar’s PNL, to which Podemos will also add, they would total 62 deputies (26 from Sumar, 32 from Vox, and four from Podemos). The rest of the parties have not yet openly expressed their position.
The Minister of Sports, Milagros Tolón, was asked about her Government partner’s proposal a week ago on the SER radio station. Tolón assured that they maintain their confidence in organizing the event. “We respect, we are in a coalition Government, sometimes we have differences and, as a Government, we are committed to this World Cup,” she defended.
In the interview, Tolón also responded to information from the British newspaper The Times, which claimed that FIFA president Gianni Infantino had offered Morocco the tournament final in exchange for their support in the presidential elections. “We want the final to be in Spain because we deserve it,” she confessed. But it will be FIFA who decides.
