The report prepared by the Central Operative Unit (UCO) of the Civil Guard on the finances of the former PSOE Organization Secretary Santos Cerdán estimates that he and his family could have obtained benefits exceeding 300,000 euros, either in payments or assets, from one of the key companies in the scheme, Servinabar, and other related companies between 2015 and 2024.
The calculation by the armed institute includes both salaries for jobs and payments as well as the payment of rent and furniture for the former socialist leader’s home in Madrid, as well as vehicles. The police document also points out that Servinabar, a company in which Cerdán himself was allegedly a partner, tried to buy an apartment worth 985,000 euros for him and his wife. The purchase was not completed.

The Civil Guard investigators calculate in the asset report of the former PSOE Organization Secretary that between 2014 and 2017, when he was a deputy in the Parliament of Navarra and had no functions in the PSOE at the national level, Santos Cerdán could have received cash income “of apparently unknown origin” amounting to 18,261.56 euros. The Central Operative Unit of the Civil Guard indicates in the report that Cerdán and his family obtained “their highest” benefits from 2019, after José Luis Ábalos arrived at the Ministry of Development, until 2023, the “post-ministerial stage” in which Santos was appointed PSOE Organization Secretary replacing Ábalos,” the armed institute points out.
