The Telecommunications and Information Technologies Center (CTTI) of the Generalitat of Catalonia has received six bids for the public tender aimed at renewing the corporate network and communications infrastructure services of the regional administration, a contract valued at 376 million euros, according to sources related to the process confirmed to this newspaper.

The tender contemplates the awarding of various lots for the management, maintenance, and modernization of connectivity in the public sector premises of Catalonia over the coming years. The technical objective of the call is to optimize operational spending on data traffic, ensure cybersecurity in the corporate network, and guarantee high-capacity connections at administrative nodes.
Of the six submitted candidacies, three correspond to companies competing alone: the operator Telefónica and the technology integrators Sirt and Econocom. The remaining three proposals are structured through business alliances that include the telecommunications groups Deutsche Telekom and Orange, as well as the company Nunsys.
The contracting file reserves a main block of 206 million euros. This budget is specifically aimed at selecting the awardees who will assume the direct deployment and operational management of the institutional data networks of the regional administration.
Judicial conflict
The opening of proposals for this framework agreement takes place in an environment of high litigation in the major technological tenders of the CTTI. Parallel to this 376 million tender, the regional body faces a judicial conflict derived from the previous awarding of the XCAT fiber optic network, a contract of 127 million euros intended to interconnect 5,000 public sites, such as hospitals, schools, and police stations.

In the case of the XCAT network, the CTTI awarded the service to the temporary business union (UTE) formed by the Catalan technology company Sirt and Connecta (Fibra y Sistemas SL), a proposal that used equipment from the technology manufacturer Huawei. The decision was subject to administrative appeals and, subsequently, to a contentious-administrative appeal filed by Telefónica before the Justice after its initial challenge was dismissed by the Catalan Public Sector Contracts Court.
Alongside the 376 million contract and the litigation over the XCAT network, the CTTI simultaneously activated at the end of June 2026 the file CTTI-2026-116. This parallel process, processed through an open procedure with a base budget of 124 million euros (223.6 million considering extensions and modifications), covers the supply of equipment, licensing, network projects, and cybersecurity maintenance for the public sector of Catalonia during an initial period of two years.
The CTTI Contracting Board will begin the technical and economic evaluation phase of the six offers received for the 376 million tender before proceeding to resolve the file and formally award the lots.
