The Minister of Housing and Urban Agenda, Isabel Rodríguez, announced this Thursday that her department will bring to the next Council of Ministers the final approval of the State Housing Plan 2026-2030, which has a record allocation of 7 billion euros. This move comes after months of talks with various public administrations, especially with the autonomous communities, and after gathering the various contributions they have been making since the main lines of this plan were presented in September 2025, according to ministerial sources.
The objective of the State Housing Plan for the next four years is to reverse the access crisis that is compromising the future of thousands of citizens by expanding the public housing stock. To this end, as the minister announced then, the new plan triples the funding to 7 billion euros, a “billion-euro” effort for the “consolidation” of the public housing stock, as Rodríguez described in her first presentation last year.
To cover this amount, and with a focus on increasing the stock of public and affordable housing, the State provides 60% of the funds and the autonomous communities 40%. In addition, one of the key conditions that the department led by Rodríguez has been emphasizing is that the homes built under this financial umbrella will maintain their protected status indefinitely.
The percentage distribution of the funds contemplated in this plan allocates 40% of the budget to new construction or acquisition of protected housing and 30% to rehabilitation “under criteria of energy efficiency, accessibility, and urban regeneration.” “The goal is to dignify and give a second life to those homes already built,” Housing assured in the original note explaining its strategy. Rodríguez’s ministry also highlighted the increase in aid when the housing to be rehabilitated is in a heritage protection area or when it is an empty home that will be put on the market as affordable rental.
The remaining 30% will be aimed at helping young people become independent, with aid for general rent, also specific aid for rent with an option to buy housing with permanent protection of up to 30,000 euros and for the purchase of housing in municipalities at demographic risk of more than 10,800 euros.

Rodríguez announced this decision during a conference focused on the rural environment held this morning in Pozuelo de Calatrava (Castilla-La Mancha), where she also detailed some of the measures the Plan includes for these environments: from aid of up to 8,000 euros per home for structural actions, to 20,500 euros in cases of energy rehabilitation. One of the strongest boosts in this regard is the granting of aid of up to 85,000 euros to build public housing in municipalities with fewer than 10,000 inhabitants, which may be intended for sale.
