Starting this Monday, public school teachers will be able to vote on the educational pre-agreement reached by the major unions and the Department of Education on Friday. The pact involves a salary increase of 400 euros per month over the next four years or an increase in staff for inclusive education. Teachers will have only two response options, and if the result is negative, Ustec warns that it will push for an indefinite strike.

The unions calling the strikes – Ustec, Aspepc, CGT, and Intersindical – met this Saturday to decide the details of the consultation, which must ratify the pre-agreement. The question to be asked will be: “Do you accept the pre-agreement for teaching staff of May 29?” And the response options are two: “Yes” or “No, and I commit to carrying out the necessary strikes until the end of the school year.” The survey will be sent to all corporate emails of the teachers and can be voted on, only once, from 12 noon on Monday until 12 noon on Thursday.
Meanwhile, the unions have already started their respective campaigns to ask for votes, although not all agree with the position. Ustec and Aspepc – the major ones, representing 50% – will ask for support for the document, while CGT and Intersindical – 12% representation – who walked out of the last negotiation table, advocate for no.
From Ustec they assure that a no to the pre-agreement cannot remain a simple rejection and that “it is necessary to promote an indefinite strike starting June 8” if this pact is to be improved, inspired by the level of mobilizations taking place in the Valencian Community.

In that Saturday meeting, the unions also did not agree on the future of the strikes. The major unions decided to call off the territorial stoppages scheduled until Thursday but maintain the one on Friday, which affects all of Catalonia, waiting for the consultation result. However, the minority unions maintain the strikes and have already planned mobilizations for this Monday’s call, which affects Girona and central Catalonia.
The pre-agreement closed on Friday complements and expands the one signed in March with CC OO and UGT, minorities in education, and represents an investment of 2 billion euros over four years. To this amount will be added 726 million more from the new agreement, signed by the two major unions (Ustec and Aspepc), as well as UGT and CC OO. The document includes the creation of a new salary supplement, called the teaching improvement supplement, which all teachers will receive starting in 2026 and will be 50 euros per month for the first two years, but will reach 173 euros in 2029. Added to this is the increase of 210 euros, also to be reached that year, of the regional supplement. This means that teachers will earn almost 400 euros more per month in four years, a figure that exceeds 600 if state increases are added. The return of the debt for the six-year increments (cut in 2012) was also agreed upon, over a period of five years.
Likewise, the pre-agreement contemplates the incorporation of 6,413 teachers and educators to attend students with special needs during the next four school years or the call for 5,000 secondary school professor positions over the next two years.
